Have a dual 48" T5 ho fixture but the lighting is a tad too strong and is growing copious amounts of algae and diatoms...would going to home depot and getting one of their t5 bulbs not specifically made for aquariums bring down the intensity depending on the temp of the bulb? would any "t5"0 bulb fit? because T5 is only a certain size/ length bulb right?

You could get a different temperature bulb, but it won't help the problem IMO
Injecting CO2, lowering the photoperiod or adding floating plants are probably your best options.

I ecco what S019 says. I don't like the intensity of my T5s, but have found a mixture of an 8hr photoperiod, a fair amount of plants and plenty of floaters means I barely get any algae.

and yes, a T5 of that length will be an identical fitting to the ones you currently have.

any specific temperature/color that will bring out the fishes color more so? I have some congos but the plant specific bulb drowns out my other bulb which is supposed to have a wide range...the other bulb also gives my tank a yellow color to it

Depends what you like.

If you go to home depot you'll tend to get fairly yellow bulbs. The daylight ones tend to be around 6,500K and are good for the yellow end stuff.

I'm currently running some 10K bulbs which were sold as reef bulbs but have a colour spread that I liked the look of. The plants like it and I like the colours of the fish under them, but it's personal preference really.
