Any Hope For A Tetra Swimming Upside Down?

I came home this morning and noticed one of my red eye tetras is swimming upside down and seems to be on his death bed. It's still alive but he doesn't seem to have much left, in fact as I was typing this message, he got sucked up against the filter and I needed to scrape him off, he's now laying on the bottom, but still alive.

My question is: Is there any possible chance he could come back from this, or would it be best to just put it out of it's misery, for it's own good, and for the good of the tank, in case there's a chance that any disease it may possibly have could infect the others?
 
UPDATE:

I had to put it out of it's misery. I took a look in the tank to see how it was doing and it was laying on the bottom, still alive, but the platy was biting at it. So I scooped him out and gave him a burial at sea.
 
Swimming upside down is a sign of a dying fish.
How old was the fish.
How many gallons is the tank.
How many fish and which type.
Water stats in ammonia, nitrite, nitrate, and ph.
What do you feed your fish.
