Anglefish hanging at surface

One of my new angel fish is hanging around at the surface alot. He doesn't appear to be gasping for air and the other one is fine. Does anyone have any ideas?

first , do a water change , a small one if the other fish look OK .

Have you tested your water ?
could it be high nitrates ?
keep a close eye on it .

and if a moderator hasn't moved your question yet ask in either either new world or trop fish emergencies , you may get faster answers .
