Angels With Clamped Rear Fins

Much to my dismay i woke up this morning and looked at my angels and both of their tails are clamped up. I had high nitrates last week, did a 20% change, I just did another one this morning exactly a week later. High nitrates still right b4 I changed it. HELP!!! I'm taking the water in to one of the pet stores to get it double checked.
its a 20 gallon with 2 platys 2 small angels ( still babies) and a chinese algae eater, all other levels are fine.
 
How many gallons is the tank.
How high is the nitrate.
When did you last squeeze one of your filter sponges.
Do you remove the ornaments for a gravel or sand vac.

its a 20 gallon tank. the nitrate is only around 30 now, I just changed my whole filter, on Nov 23rd.
Yes I removed the ornaments and cleaned the plants.
Now they won't eat. UGH!!
 
Need to look at your other stats in ammonia and nitrite.
What your tap nitrate reading.
