Well I know that its bad all 'round. Since surfactant is a word for "surface acting agent" or "surface-active" and refers to surface tension reducers like detergents. Surfactants are a very broad category. Some surfactants are toxic to animals. I believe I've read here on TFF a number of times that soaps in tanks will kill fish, so maybe there are some here experienced with this who can comment.
Since some surfactants are good a breaking up organic molecules, it stands to reason that they may work strongly against the slime-coat that most fish use for protection and against the proper functioning of gills, but I don't know these things for a fact.
