Ammonia Levels Still High

OK this is going to be my second tank and already looks great (no fish though)

only running very small filter at the moment however but ive just tested my levels after 2 days and they are still at 8ppm+ with a pH of ~7.8

Do i just leave it and test it again in a few days or should i give a nice big water change?

What levels are at 8ppm+? Ammonia? Nitrite? If they are both at 8ppm+ then you need to water change to get the Ammonia to 4ppm. Simple maths says that is a 50% water change.
