Algae...i Think

I've had hair/thread algae in my tank for some time but have managed to keep it under control and it doesn't spread much. But recently what looks like thread algae has started growing in my java moss and on a couple rocks....the difference is that it's a whiteish to pale green and a little thicker than thread algae. Can anyone tell me what it is and why it's growing now?

Is there water movement over those pieces that have the whitish/greenish stuff growing on them?

What are your nitrates/phosphates?

Not really any more movement than the rest of my tank but they are closer to the surface. I don't know my phosphate levels are and my nitrates are pretty low...little to none.
