There are many species/types of hillstreams loaches, none of them stay at 1inch though as far as i know.
I would not advise these as coldwater algae eating fish as they are really sub tropical fish and although efficient algae eaters, they often need a constant supply of algae since they don't take that well to or thrive on dried foods like algae wafers- they are quite high maintanence fish as well to keep in the long term successfully;

The above link contains info on keeping them correctly/successfully, as for true coldwater algae eating fish i honestly can't think of any though- Bubble eye would be better sorting out his algae problems himself if he has any :nod: .
