Air Stone Keeps Floating Up

I put a 2 piece air curtain in the bottom of my fish tank. It is attached to the glass via 3 suction cups. The first half keeps floating up after about 20 mins of being attached to the glass. What should I do?

Why do you want to put it at the top? It should be at the bottom I would think but no one is stopping you to put it higher up than that
