would i be able to house 3 african dwarf frogs in a 4 gallon plastic container with a filter and heater - dimensions are 37x21x20 CM

Yes they are small, but they do like space to move around and not constantly be jammed on top of each other.

Also considering that the larger volume of water means increased stability in the water parameters
