I would go for a trio of honey gouramis or 2 pearls.

Colisa fasciata - Indian Gourami
Colisa labiosa - Thick-lipped Gourami
Colisa lalia - Dwarf Gourami
Colisa sota - Honey Gourami
Sphaerichthys osphromenoides - Chocolate Gourami
Trichogaster tricopterus - Three-spot Gourami
Definitely no to the kissing gouramis. The usual recommended minimum is 30 gallons (60l is around 16 gallons), but they can get 12 inches, and at that size would have trouble turning around even in that size tank.
I think even the three spot gourami mentioned above is big for the tank, but pearl gouramis are similar sized to them, and about the most colorful gourami you could hope for.
