Betta - yes
Plec - no, whichever variety. Common Plec is generally very big, but even the smallest are too big for this.
Neons - Hmm, no, not really, once you have a shoal of a decent size. You could probably get away with 6 x Celestial Pearl Danios or 6 x Chilli Rasbora.

Some would say neon tetras need a bit more length to swim.
I've never had them so cannot vouch for their activity but I agree, if they're active, they need some length.
 
Would you consider something different? Maybe celestial pearl danios?
 
I don't think any pleco is suitable for that size tank, you'd want your clean up crew to be snails and/or shrimp.
Shrimp may get eaten by the betta, though.
 
Something to keep in mind with your betta, is that they all have different personalities. So yours may not want ANY tank mates. 
Would add him last to make sure he doesn't have an established territory to defend, although if he did then you could re-arrange the tank.

I'm not surprised I've had a no for the pleco. Seeing them at the pet stores with their mouths on the glass just makes me laugh. I find them so funny.
 
Googled the celestial pearl danios, and they are quite nice! I was hoping for 3 fish species in the tank though.
 
Out of curiosity what size tank would the pleco need?
 
Ninjouzta, yes from what I've learned I'll go with a fishless cycle.
 
I believe the minimum is either 15 or 20g, for a clown pleco? I think 30g for a bristlenose?
I'm not sure if you'll be able to do 3 species or not, hopefully someone else can advise.

Its been a while since I last read a guide, but I will need to refresh my memory before I go out and buy the tank. I also read up on being very careful about which plastic plants to buy because they can snag the betta's fins.
 
IMO a single or pair of bristlenoses should be fine in a 15g (60x30x30) if you have a good maintenance schedule. Your tank is a bit too small though.
Shrimp or snails could be added to almost any tank because they add very little bioload so if your looking for a third species, I would look at those.
