10 Gallon:
4 Red Wag Platy
2 Ghost Shrimp

It almost seems like an empty tank, is there anything else I could add in? Maybe lowering the Platy number to 3, and adding something else?

5 Gallon:
1 Betta
1 African Dwarf Frog
2 Apple Snails (or just one?)

And for the possibly 10 Gallon tank:
3 Neon Tetra
1 Male Sunrise Guppy
2 Ghost Shrimp


Phew. Little chunk of questions, but just wondering before I get the fishies all set up. Thanks in advance for any information.
 
Not too sure on the other two tanks, but I'd stick to 1 apple snail in the 5gal betta tank, both adfs and apples snails are VERY big in the pooing dept, so be prepared to vacuum the gravel every week.
 
the 5 gal should be fine with the betta, the frog and either one or 2 snails. Maybe instead of apple snails get malaysian trumpet snails, they're very good snails and will clean ur tank well but require a sandy fine surface. As for the 10g, is it cycled, or cycling? or do you plan on cycling the tank with fish? If you're going to cycle with the fish only get 2 platies (both female) to use to cycle, they're hardy fish. Once your tank is cycled you can get maybe 1 more male platy to go with the females. 6 ghost shrimp (they don't produce waste so you won't even know that they're there) as for the neons they like to be in large schools and are sensitive fish, you could get some but its a bit risky. Maybe a small school of blue danios they're pretty and a lot of fun to watch, or a trio of fancy guppies they're super pretty fish. And maybe a couple Cories (albino, Julii ect.) so heres what I would suggest for your 10g

1 option:

3 platies (1m, 2f)
3 blue danios
3 cories
6 ghost shrimp

2nd option:
3 platies (1m, 2f)
3 guppies (1m, 2f)
3 cories
6 ghost shrimp
 
One of the two 10 gallons is cycled, the other will be cycled fishless.

The thing is, I HAVE a Tetra and a Guppy already, they will be reloacted to a second 10 gallon, along with 2 or 3 more Tetras. Basically, they get relocated, or they get sold to the LFS, thus negating the need for the second 10 gallon.
My question is, will a 10 Gallon with 3 or 4 Neon Tetras, a Sunrise Guppy, and a couple of Ghost Shrimp work? Or, working around 1 Neon Tetra and 1 Sunrise Guppy, how COULD it work?
If this won't work at all, then I need to know before I even set up the other tank, because this tank is for my Sister's classroom, and she's ONLY setting it up because I have fish that I don't need.

And the Platy tank will remain all female because I am not breeding them. That is not my goal. I really don't wish to mix gender any tank with Livebearers, as me nor my sister can quite handle loads of Fry.
 
I would NOT recommend any danios in a tank under 20 gallons. They need swimming space. I would say:

10 Gallon:
4 Red Wag Platy
4-5 Ghost Shrimp (very low bioload and they are happier in bigger numbers)

And for the possibly 10 Gallon tank:

here your suggested bioload is much lower than on the other 10 gallon (neons and male guppies are nowhere near as messy as platies)

I would suggest either

6-7 Male Sunrise Guppy
4 Ghost Shrimp

OR

5 male guppies
5 neons (added after a few months)

OR

5 male guppies or 5 small tetras
3-4 of the smallest corys
 
Male Red wags reach around 1.5" Females 2" so depending on what combo you have in your tank with 4 of them you have around 6 - 8 " of adult fish. In a 10 gallon UK tank you can put 11 adult inches of fish. So allowing a bit for the shrimps I reckon youve got room for around 3 - 4 " more of fish. As you currently have no bottom dwellers how about 3 or 4 pygmy cories? There are 3 different species. Corydoras pygmaeus which is the smallest Pygmy Cory (reaches about 1") but there are 2 other species which get slightly bigger. C. hastatus 1" - 2" & C. habrosus around 2".

In your situation I'd go for 3 or 4 pygmaeus cories. Link below has info. on them + pics:

Is it actually your experience that platys are gender-sized, i.e. that males are shorter than females? Beyond a slight difference in girth (females fatter), I've never noticed this size difference. Some males are bigger than others, same as some females.

Platys are fairly heavy poopers for their size, so I would certainly not count them for less than 2 inches.
