2Nd Hand Filter?

Have a 2nd hand filter that I've been using for a while and I have no idea what kind it is, I know its fluval, it has 2 outwards where the water is filtered out and a dial on the top to choose either the top to operate, the bottom or to have both half open. Problem is that it doesn't break the water surface, I don't have pics of it yet but I will be doing a water change later on today so I can upload some if necessary what I'm looking for it to do is break the surface of the water so that it introduces oxygen to the water at the moment it only ripples the water. The tank has glass crossbars at the top for strength therefore I can't move it up to sit on the water level. Is there any attachments I can purchase to allow it to skim the water?

I'm sure I'll get shot down for this, but I have a similar situation, and I've just let the water level drop a bit and now have a great effect on the water surface.

There is a pic of the filter here, not my actual filter but the same model. Its listed as a Fluval U4.
