I think you're right in wanting the HM to creep, it would look loads nicer without the little gaps you can see as it grows vertically. I'm not certain on how you can force it to creep, but when I have seen it creep, it's always been planted horizontally rather than vertically, just covering up either end of the plant, and then growth should appear from several nodes. I guess this sort of low-growth might encourage it to creep?

You could experiment: Leave one clump (foreground or background) as it is, then replant the other horizontally, and observe the differences. It'll take time to grow, but might be worth the investment!
