I'm about to set up a 10g tank. And i need some info on what to use like whether or not i still need to use a sump and a skimmer and what sump/skimmer should i use how manys lbs. of coral and what fish to use.

Waterchanges are easy and will suffice on a tank as small as 10g. A sump is not necessary, up to you really. I have one on my 5.5g, but I'm crazy . Skimmer's not a great idea unless you have a big sump. Will be hard to get one large enough to function and microbbules will be a trouble.

would a 10g filter and water changes be enough to substain the tank?

I had a 10 gallon and it went really well, i had a fluval(sp) 3 filter and did a 20% water change every week and my firefish and clown fish were fine
