How am I able to tell if the sand is settled if its cloudy? 

I added sand to my aquarium and although i did wash it. its's still very very cloudy in my tank and I heard you can't start your filter until its clear nor add fish but my fish are in a bowel and the water is going cold   what do i do to clear it up and add fish!
