Wierd Translucent Leaves?

Hi all,
I bought a java fern and it was a deep dark green, but the new growth which has happened while it has been in the tank is a pale green and even a bit translucent.
 
Is this a fixable problem or just normal?

In the pick you can see that the higher part of the leaf has gone very pale and nearly see through.

Clear leaves - Too much light / Not enough CO2 [or liquid carbon]

My light says:
Aquael
Econoline 11W v2
230V-50/60 Hz
1 x 11w
 
Its is a 7 gallon tank and on 2.30pm - 10 pm
 
Is this a good amount of time? Too much too little?
 
How can I get more CO2 in my tank? My filter has a little tube to let bubbles into the flow of water, will having this on more often help?

It could well do - Provided they have access to plenty of nutrients too
