I have 5 medium plants in my 20g with an 18 inch 15 watt 'flora grow' bulb. I add "Leaf Zone-Aquarium Plant Food" every week and I was wondering if I should not have carbon in my filter. Does carbon nutralize the effects of the fertilizer (trap them so the plants cannot benefit from it.)?
 
Yes. The carbon will remove the fertilizer. I usually replace the carbon with extra biological or mechanical filtration too. HTH!

BTW, You could try flourish fertilizer. You also might think about getting more lighting, maybe through extra flourescent strip lights. I'm thinking about getting 2 doulble fluorescent strip lights for my 20G.
