Have we fully cycled ?

we are on week 3 cycling a new (to us) 20 gallon tank. Ammonia was reading .50, Ph 7.6, Nitrates 0. Just got a nitrite test kit that reads 0 today, ammonia 0 and ph 7.6... are we good to transfer fish from the 10 gallon in to the 20 gallon? I don't want to rush it and hurt/kill our fish. Nervous for the transition
