Will i need to use dechlorinator on the whole new tank? Or just the water I'm replacing?

I would add the dechlorinator for the entire tank, especially if you don't know if you have chloramine in your water. After adding the dechlorinator initially for the entire tank, go ahead and enough to dechlorinate just the amount of water you are replacing in the future.

When doing a fishless cycle, you can fully stock the tank when it is completed.
