10 Gallon Filter In A 20 Gallon Tank?

I know someone who is trying to rehome their 3-4 inch clown barb, he was in a 10 gallon tank and was killing her fish. I offered to take him because he's in inadaquate housing. Unfortunately my 40 gallon tank is not up and running yet. I'm still piecing it together. I have a 10 gallon tank, a 10 gallon tetra filter, and a 20 long tank.

I figured he'd like more room than a 10 gal, but I only have a 10 gal filter. Would that work in a 20 long with just the one fish? Or would he be ok for a little while in the 10 gallon?
 
If you use the filter that has been serving him all along, it will be fine mounted on a 20.
 
Unfortunately I won't be able to use his original filter. It's in my friends tank with the rest of her fish.
