Lily/ Billy does look underweight in comparison with the others. Has he been treated for worms? If the fish have white stringy poop I would use de-wormer medications.

Lily (we are continuing to call him that lol) has been this size for a while where alan has grown massively in proportion

His fins are not spread out. They are held close to his body. Fish with clamped fins are stressed.
This can be an indication of a problem with the water - ammonia, nitrite or high nitrates.
