Would This Set Up Be Okay?

Looks really small... how many gallons? Bettas can survive in 1/2 gallon tanks but to thrive need at least 2.5 to 5 gallons. If you put one in a large tank, then into a small one, they will attempt suicide instantly. I had one in my 20g while its tank was being cleaned. Put it back and it went nuts. It was that that: 1. secured him a permanent spot in the 20g (he became way more active and his colours became dazzling), and 2. made me realize how horrifically wrong putting any fish in a tank of that size was. Treat them better than that. They will look spectacular and be noticibly happy. In the 1/2 gallon he just sat there, in the 20 he was constanly swimming.
 
Compared to the glass that thing looks about 2.5L, so it's possible but it will be happier in a larger tank.
 
No.  That is not sutible for any fish.  You might be ok with a shrimp or so but even then I wouldn't put them in there. It would be impossible to keep a steady temperature and is way too small for a filter.  IMO putting any living thing in a set-up like that is cruel.  If you can not get a tank big enough for a fish, then you really need to decide whether you need one or not.  Personally I would not put a betta in less than a 5 gallon/ 18+ L tank.  Anything smaller and a cycle is very hard to almost impossible to keep stable.  Sorry if this seems to come off as a bit harsh but I really do not like all these tiny containers and bowls that are advertised for bettas.  It is almost as bad as saying that a goldfish can and will live fine in a 1 gallon bowl. 
 
No, a betta needs a 5 gallon tank minimum and plastic plants will rip his fins to shreds.
 
WAIT!!!! I don't have that bowl yet that picture does not belong to me it is pulled from the internet, I want to set up a bowl like that, I have a filter and heater that would fit in a bowl but there is a bowl online for sale that is the dimensions I gave above is it sutible for a fish?
 
You mean a fish bowl? Like a one gallon one? The smallest I would go would be 2 gallons.

That's suitable. A five gallon is better, but if you don't have the room, this will do. 
 
They don't list the price, but at Petsmart/Petco it's about $30-$35. 
 
It is still a bit small, I would see if you can get a 10 gal, they're fairly cheap. Tek oot.
