will changing from natural light (non contact sunlight) to a flouresent light trigger the nitrogen cycle to start again?

No, seeing as most all of your nitrifying bacteria are in your filter media, which is often enclosed in a filter that blocks out light. In filters that are exposed to light, such as box or sponge filters only the outer surface is actually exposed, the inside, which is a major portion of the filter, is in the dark.
