No way! They can grow up to a few feet long, and get be quite nasty, so it will most likely kill everything in a 60L.

They will more than happily eat all of those fish and get bigger than the tank is long.

If you want something 'eel like' then try looking at Khuli Loaches

Kuhlis would work, but they absolutely need sand. Gravel prohibits feeding behaviors and damages whiskers.
A school of 6 Kuhlis would fit, but the tank would be a tad overstocked since kuhlis really need a minimum of 15 gallons.
