Tank size: 1 gallon
water parameters: all clear from what the PetCo employee told me after a water test (tank is very new, 6 days old)
tank temp: 72 degrees Fahrenheit (I put in a 10w heater today, will be up to 78 soon)
Fish Symptoms: white patches on his head/chin. he swims on/up/down the tank wall recently
Volume and Frequency of water changes: 25% water change every 2-3 days
Chemical Additives or Media in your tank: Prime additive (removes ammonia/chlorine/nitrates and encourages slime coat), freshwater aquarium salt
Tank inhabitants: 1 betta
Recent additions to your tank: two 'betta bulbs' from PetsMart
Exposure to chemicals: none
Digital photo: i need a better camera.

other: I transferred him from a vase about 6 days ago. water is distilled. 3 days ago he was pale/fins clumped/swim bladder bloated/barely moving in a corner. i stopped feeding him (was previously feeding 5 betta pellets a day) and fed him bits of warm unsalted pea and he's much better now. He still seems a bit bloated, though he isn't floating to the surface anymore.

White patches appeared on his face/chin shortly after this, they don't appear fuzzy, more like a discoloration. I notice he's also swimming up and down the wall, perhaps he's trying to scratch his head. I'd like to know if this is enough evidence to be considered fungi/bacteria and if I should use anti-fungal/bacterial meds for him, and whether it's safe to use both at once.

Also, hello! I'm new to the site. My betta was given to me by a friend in a vase and I figured he'd much like a better living space. I intend to upgrade tank size from this 1 gallon within a few months.
 
Can't say much about the whiteness without photos, however I would advise that if you aren't going to have a tank with a filter, that you do 100% water changes. Also, unless something is wrong with your tap, don't use distilled water. It has no real buffering capacity so the pH can swing pretty good with minor changes to the environment.
 
ah, forgot to mention the filter. it's an undergravel filter. the tank is only 6 days old so there's no bacteria yet.
 
You don't have any pictures, but if he's rubbing himself against the gravel and the walls, he might be developing a parasite nick-naked Ick or Ich. Check it out online. Match the pictures to your fish and the symptoms and if he does have it, then you need to medicate the tank to relieve the parasite.
