White Layer On Water Surface

just wondering if anyone knows what causes this and is there anyway to get rid of it? or is it fine to just leave it there the only place it isnt is were there is movement on the surface from powerhead/ filter im thinking it might be from mould that had started growing on some wood i put in my tank which has started dislodging because of the plecs going at it.
 
I might be wrong but think I heard something about a protein layer forming on water where there is no movement. It started on mine before I repositioned my filter and started using the Venturi system and it disappeared. I don't think it is a good thing but others will be able to give better advice.

More than likely a protein layer, which can be a problem depending on how thick it is. I have it but in my case it is because of a food I feed the fish.
