White Growth On Cardinal Tetra

I have a 65L tank and one of my 5 cardinal tetra has developed a white 'growth' on the side of its body?? Anybodu any idea what it could be and what I should do about it???

How many fish and which type.
Water stats in ammonia, nitrite, nitrate, and ph.

The white growth does it look fluffy, Any redness to the white growth.
Does the white growth look like bleaching bemeath the skin.
Any signs of flicking and rubbing, erratic swimming, darting, excess mucas, or laboured breathing.
