White fins?

So, the past week i've noticed that theres a lil white on the serpra tetras tips on the fins, and i thought that was normal, so i didnt really notice it. Today, I looked at it again and it has grown and gone up a lil on the fishes fin. Now... im conserned its not natural and some kinda rotting or something. I can notice just a lil pinch on the top red tailed shakrs fin and like maybe a spect on the bala sharks fins, but none on the fancy gupies and neons.... what the hell is this?
 
Need to no tank size in gallons, plus full fish stock of how many and which type, plus water stats in ammonia,nitrite,nitrate,and ph.

Just did a test on the water

Nitrite : 0 ppm
Nitrate: 0 ppm
Ammonia: 0 ppm
pH; 7.5

29 gallons
5 Neon Tetras, 2 serpa tetras, 2 fancy guppies, one red tailed baby shark, 2 bala sharks
 
Sounds like it could be finrot, which is often associated with poor water stats, but can also be brought on by other forms of stress etc and as a secondary infection. If it is, you will be able to see the affected parts rotting away, and you will need to get medication for it.

edit: I hope you realise that you will not be able to keep those fish together in that tank in the long run.

Yea, I know, the red tailed shark and the bala's are going in a seperate tank once i get one
 
Every body says i no they need bigger tank, but the issue is that the filter and the small tank can't cope with them, plus they get stressed causing desease in the tank, plus livebearers are very prone to bacterial finrot.
