White Cotton Like Stuff On Artificial Plants And Around Tank?

Just as the title says, I don't know what it is. I have a 90L tank and the water and temperature seems fine but i've noticed fluff cotton like substance on the bottom of my artificial plants and seems to be around other parts of the tank? Hope this forum can help me =]
