As long as I am taking my light apart to install a new ballast I wuld like to do something to better reflect the light. Right now it is just white plastic, but I have heard that white paint (gloss? flat? semi?) is the best thing to use as opposed to tinfoil. Any suggestions?

You could use mylar sheeting (obtainable from most hydroponics stores) to stick up as a reflective backing - because it's a sheet, you can fit it in the awkward corners a pre-fabricated reflectors can't fit.

AFAIK white gloss would be better than tinfoil especially because tinfoil diffuses light instead of reflecting it.
