Which Substrate for a Planted Tropical Tank

I have three aquariums all unplanted.

I would like a planted aquarium for my next installation to house small fishes like Neons, Danios, Emperors etc.

The tank will be 48 x 18 x 15inches.

My water is hard, Nitrate .25, Nitrite 0, Ammonia 0 (Not sure of the Ph).

Can anyone suggest an attractive substrate that will make plants flourish.
I would like to have plants that will eventually carpet this substrate as well as plants at the back that will form hinding places. I do not wish substrates that will cloud the water if disturbed.

I don't plan on using Co2 or underwater heating.
I do plan on installing two flourescent tubes especially for plant growth.

I prefer fine pea gravel (2-3mm). You could also anchor anubias and java fern to some bogwood which would have the beneficial side-effect of reducing your pH and softening your water somewhat.
 
I was told by an online plant seller to mix in 2/3 well-rinsed onyx sand with 1/3 gravel. It provides the iron needed.
 
I use swimming pool filter sand as substrate for planted tanks. Doesn't pack down as much as silver sand does. Rember if using sand to keep it loose.
