Which Small Fish Will Not Jump?

[Genesis]

I am setting up a 17 litre planted nano aquarium.
I'm looking for a small shoaling fish which won't jump.
Any ideas?

I've never seen my Ember Tetras jump. They're tiny and would fit well in that size tank.
