No the male and female should never be in the same tank together and able to make contact as they will fight and stress each other out and eventually kill each other, the male siamese fighter should not go in with the angel fish because of his long flowing fins and angel fish being fin nippers, they will rip his fins to shreds in time.
Male bettas are not suited to community tanks due to their unpredictable temperment, long flowing fins making them a prime target to fin nipping fish and also because their long flowing fins slow them down so they cannot compete well with other fish for food nor swim away fast enough if they get picked on.
Female bettas are much more suited to community tanks than males because of their shorter fins and better temperments in general.
