How can you suggest fish for his tank when you don't know how many gallons/liters it is?

The tank size is 15 gallons
 
Just to throw it out there - I have kept tinfoil barbs in a planted tank, and they were fine.

As for loaches that aren't as big as clowns, look for zebra loaches, and try to keep at least 3 together.

And, in my experience otos are totally fine with plants, in fact they're great as they clean the algae off them
