So, My new tank has been running for a month now ( Fishless cycle ). I have been dosing with ammonia, Upto 4ppm. Checking my levels this morning, After adding 4ppm of ammonia yesterday around noon ( EST ) and my levels are as follows...

Ammonia = 0.25
Nitrite = 0.25
NitrAte = 80

When is a good time to add fish? I have been told that you can add fish after the tank can process ammonia into nitrite then into nitrAte in 12 hours time.

That's about right. Try dropping the dose down to 3ppm, and test that after 12 hours, and see whether all the ammonia and nitrite have gone.

The last 2 times I dosed before yesterday, I dosed at 2ppm and it was gone in 10 hours. I'm only dosing now because the fish I want to get I can't afford until next week, But I want to make sure it is fully cycled when I add fish.

Sounds good then!

Excellent! Should I do a W/C to get the nitrAte down before adding fish?

Yea do a massive water change before adding the fish, I've heard of people doing up to 90%, and make sure all water you replace it with has been dechlorinated before pouring.
