How long is it safe to have the filter out of the tank/off?

Probably about an hour, just be sure to keep it in water.

It's fine for longer than that IME, but just in case say an hour.

The bacteria start to die off as soon as the media is removed from its oxygen and food source so all media should be handled and cleaned as fast as possible. When transporting media (ie when moving house or stripping a tank down temporarily) it is advisable to bag the media like a fish adding a squirt of ammonia and oxygen tablets to the bag before sealing it.
