Sifter = somewhat,

Jumper = yes.

Not really, but the jumping issue is usually exaggerated. Just cover the tank as much as you convieniently can.

Only the front half of my tank is covered. Is that enough?

Should be. Try to get some eggcrate for the back.

Yeah, if you can make it through the first month till the goby get's comfortable in the tank you should be OK. They often jump within the first few days to month though.

That doesn't matter, in my experience. Neither does the front half of your tank being covered... if they want out, they'll go out that back!
