my pictus catfish is swimming across the top of the water and it looks likes he is trying to gulp air?
PLEASE can someone tell me whats wrong or what to do?

Sounds like it could be classic gasping at the water surface because of nitrite poisoning...

Massive ~95% water change ASAP would be my choice.
