Consider shrimp as live anywhere. A glass would be OK for them. As for the neons, I would say about 8UKG, but tanks don't come in that size, as far as I know, so nearest would be a 10UKG.what would be the minimum tank size for the fish stated in the title?

30L is 8G? My 27L is 6G..30 litres is 8 gallons and imo fine for 6 neons, however water quality must be pristine at all times for these fish as they are not hardy

To be precise, 27L is 7.132 gallons and 30L is 7.925. If you have good filtration and a normal maintenance schedule, those would be fine for 6 neons and 3 shrimp. Shrimp are scavengers and will eat left over food so they don't add much to the bio-load.30L is 8G?
