What's A Good Rating For An Air Pump?

I'm making a DIY filter for 2 axolotls. The pump I have is rated 1.6 litres per minute. The container I'm using is 1 litre sized and I eventually will need quite strong filtration. They will be small when I get them, so OK for a while, but will this air pump work long term?

What sized tank will it be for? 1.6L per minute is 96L per hour so aiming for a bare minimum of 5x turnover per hour I'd say it probably isn't going to be suitable for any more than a 20L tank IMO, but considering Axolotls can be quite messy I'd be aiming for nearer 8x turnover tbh
 
Yes, I came to the conclusion that it wouldn't be big enough too. I decided to use the juwel filter which came with the tank and have the water level high enough to keep it upright.
