What Would You Do With A 4X2 270L

So I have got this 4' x 2' x 16"  270L custom built tank by John Allan and I can't decide what to do with it, do I go planted with with shoals of small fish or mbuna cichlid, having looked into it mbuna are mostly low level swimmers so would the height of tank be wasted. 
Then theres the planted option, would I need to go high tech on a tank this size or could I get away with low light plants with the depth of 2 feet, also high tech may not be an option at the moment due to costs, budget being a little tight, so what are your thoughts, all suggestions appreciated.

That's the way I am leaning, do you think 2 x 54w T5's giving 1.8 wpg would be OK will be adding CO2

I don't do much regarding plants but 1.8wph is plenty for most plants.

If you piled rock/made a rock wall all the way up, Mbuna would use most of the height (not trying to influence you, just thought I'd mention it )
