totally new to the fishy experience...

I am just setting up my first tropical tank (24"x15"x12")
I bought some plants from the lfs, they will be planted in fine gravel.

one of the plants looks like a multi stemmed feather duster.
when I got it home I found it was a collection of about 8-10 single stems with the ends wrapped with a rockwool type material and secured with a twist of 'lead' wire.

Do I plant it as it is or do I seperate and plant the stems individually ?

Also would the 'lead' weight be harmful if left in the tank ?

Well, i never leave them on.

Whilst they will do better holding the plant down while they establish roots, once they have done this there is no need to have it in the water. I take mine off and that way, my plants are spread out so i get more plant for less money once they sprout. Metal also leeks heavy metals and in organic substances into your water that you donot want. Take it off.
