What Is Wrong With My Aquarium Plant..?

I bought this plant about two months ago and things started going wrong a few weeks ago. I moved the plant away from the up-lifter for my UGF to the opposite side of the tank and since then things have improved, in so much that I am getting new growth, if a little on the weak side! There were some long white thread like pieces that looked like roots but these have disappeared. I went on holiday for a week and left no food so maybe the fish nibbled at these!?
So basically, I am trying to learn all the ins and outs of keeping a stable tank (mine is only 30L about 26L water when consider gravel / water level etc) so I don't really want to add anything that might upset a volatile setup.

Btw I have 2 Redwags, 1 cory and two neons at the moment. The tank is hexagonal and has an 8W T5 in the top.

(2) Also, I would like to bury these in the gravel (currently weighed down) but am worried about damaging the roots / plants when vacuuming the tank and question whether I would be able to clean things thoroughly enough?

(3) Just one more question (sorry) - Is this plant Elodea canadensis?

It is Elodia/Egeria and looks fine to me. It can be used floating or planted in the substrate. Just vacuum as normal around it. The plant should use whatever you leave close to it.

Oh ok great! Can I chop the new growth off and replant or should I chop some of the older growth from the bottom - I say this because the older parts are no longer growing and in fact it seems to be the opposite - This week I had a lot of dead leaves to clear up for some reason!
 
Either or!!!

Chop the top off and replant it, the old part will regrow from where you cut. Or remove the old growth replanting the new part. Your choice.
