that page tells you pretty much everything you need to know about it.

Scientific name is Enneacampus ansorgii if there's no common name listed then there won't be one in regular use.

gets to 14cm long, found in fresh and brackish water, preferably with a pH in the region of 7-7.5, tank temp needs to be 24-28oC

Are any pipe fish ok in a community tank? Do they need special food or anything?

They are supposed to be very difficult to keep, even more so than seahorses, and require a species tank.
