What is this? I saw it on my fish today.

Not sure exactly what you're looking at, the white under the chin of the Pacu? Not 100% sure as the pictures aren't clear, try to get some clearer shots and somebody may be able to help.

is it like a small white fluffy patch, but like cotton wool ?

No that those holes right on his lip.

How deep are the holes can't make the pics out to well.
Any redness to the holes, or a stringy strand in the hole.
Does it look like pitting.

i dont kow what pitting is but there is some redness and its spreading

What type of fish is it.
has it been fighting..
So the holes have now gone red, is the flesh rotting away.
Look under hole in the head as well just to rule it out.

yes they have been fighting and it has had HITH before
red bellied pacus

Any yellow to white strands in the holes.
If its spreading fast I would issolate the fish and get going with a bacterial med.

all my fish have it is it mouth rot?

Mouth fungus columnaris can look like the mouth is bleached out, or fluffy looking, the mouth can also rot away and even the head region.
If all the fish have it I would add maracyn one and two to the tank and increase aeration in the tank.
You will have to rehome some of the fish if there damaging one another.

i dont have a free tank what should i do?

What size is the tank and how many fish do you have in the tank.
If you want to keep them you will have to get another tank and seperate some.
Or find them new homes.
