I think it could look pretty, and you've thought about what to do with them afterwards and how to make sure they're OK at the time, which is all good. I do think that the very best outcome would be that you would feel stressed and grumpy worrying about the fish all evening, though - I really think the noise and bumping into furniture, etc etc would be bad for the fish, and you would be worried sick about them the whole time.
I think they would be less striking, more difficult and more expensive (the bowls, gravel, transport hassles) than a bowl of flowers on each table.
Is your Mum also into fish? She might not appreciate fish-themed decor otherwise.

What about ghost shrimp or something less prone to stress ?? maybe the red plants in sand in some sort of container with cherry shrimps which are red ?? make the theme sort of red/love hearts ?? you can get those tiny grains of red wax which floats on the surface (not sure if this will be harmful for shrimp so maybe investigate that) with red sand ?

tbh shrimp seem the best thing for you
