What Fish Is This?

Sorry for the rubbish pic but does anybody know what fish this is?
It is a community fish that mainly stays at the top of the tank and grows no larger than 3cm?
It has bright blue eyes, striped body and a funny shaped tail fin.

Any ideas

its a clown Killifish, 1 of the nicest IMHO. Have kept them before. very nervous and need only a tiny gap to jump out of the tank.
will readily take hikari micro pellets and crushed flake. HTH

the bright glow on its head will become more pronounced on the dominant fish

I've just done a google search on clown killifish and your spot on.
