i would have to pick number one, it's best if the picture is crystal clear and easy to see, becuase every fish has it's own characteristics so the fish wouldn't really matter
I also aggree with auratus. I find there are some fish that get entered basically off of the quality of the picture. Some of us only have cell phone cameras!

I vote for a good picture aswell as a good fish. Its not fair just to judge on fish as you surely can't tell if it is indeed fish of the month from a bog-standard webcam quality picture can you!
Higher Quality picture the better, but obviously it is FISH of the month...
I ussualy end up voting for pictures with better clarity. even scummy algea covered tanks with a not so attractive fish can look a lot better in clear photo's than an extremly attractive fish is a clean tank with a fuzzy photo.
for me, a clear picture is necessary. nothing is more annoying when you can hardly make out the fish. i'm not saying that you have to have the newest camera or the most breath-taking pictures, but at least get a decent picture where you can see the fish clearly! not something that is too dark or too blurry. those are just annoying.
